      I have the total opposite opinion, I've never kicked the panniers on my RT, I just pay attention not to, I'm 5' 7" and rode the GSA, the slow speed handling and stopping seems way more difficult on the GS, I can pretty much stop for a couple seconds on the RT without putting my feet down, the GS not so much, the balance is way different.  On my test ride I almost fell over on the GS at a stop light, I've owned two GS's and never again.  I love my RT.

        At 5ft 8, I'm with you. But the GS is a brilliant bike, but not for me.
