Don't think that is the case in Europe, but maybe North America is different. Perhaps. There's a GS and an RT at my local dealer both 2009 models with similar mileage. One factor is that GSs seem to command a higher price that an equivalent RT.

I'm not an advocate nor have I tried it but there are a good number of ST1300 owners who have. One did a track day and experienced no bad handling effects. Search the ST1300 boards for reports. The ST may suit Canadian/USA roads better than roads here in the UK/Europe. I still think the RT is a better choice though Ride both and decide. I live in a part of Canada blessed with amazing roads for riding. To give you a sense, there's a 200 km loop that I ride which takes approximately 4 hours...

Thanks for your very helpful advice everyone. There's two other things about the ST that are a concern for me: - the engine is very hot and tends to cook one's legs and nether regions. The Tiger does this also and I can't do anything about it. There are some fixes for the ST however. - the ST is out...
