One leg needs shortening and bending into a ring. It then fixes with the two screws situated top left and right. No other mods required.

I wondered what it was for! My 2015 LC runs sweet as but my dealer have informed me that the valve is stuck (common problem),being replaced on Thursday under warranty.......... Thank God! Flap working or not the bike is running beautifully and had I not removed the can I wouldn't be aware of the problem(?) Are you sure you have not mixed the two screws up?
Some screws have a long unthreaded shank on them whilst others do not.
If you mix them up you cannot tighten down on the panel.
