It's nearly sure to be the switch. If your bike is an LC and it stays up when you switch off it's not the switch.

Do you hear anything from the motor when trying to move up or down?  Might be a fuse - start simple!

On my 2010 RT, had problems with the screen after the bike had been stood out overnight in the rain.

Used some electrical contact cleaner to help drive out the moisture and had no further problems.

As has been said, the handlebar switches are a weakness, have had both mine changed on a now 2012 RT.

Don't think the RT's have fuses.

Do not see what a full service history has to do with it.

Word of caution.  The switch unit is a sealed item.  Try taking it to bits to clean it will  probably kill it, even if its not dead already.

Trying to be a bit more helpful, someone I know had a stuck windscreen on a 1150RT, fuse checked and was fine. The problem was found to be the controlling relays. On the 1150RT there are two I'm told one for up and the other down. The relay contacts were cleaned and it fixed the problem. Might be the same on the 1200RT.

Might not help him as the 1150 was pre canbus so far more reliable .  Lots of us have been there and 95% of the time its the switch. .

I have a 2010 RT had a similar intermittent problem with my screen in the winter at first pushing the switch would cause the screen to raise or lower all the way without stopping when the switch was released.
It then stuck in the up position! I'd read that the switch can be problematic so I thought I'd see if I could sort it. I used a can of compressed air through a straw to clear out any moisture through any gaps in the switch, then gave a liberal squirt of contact cleaner/ moisture repellent again via a straw this seemed to cure the problem with no reoccurrence of the problem for the last 4 months. Hope this helps.

On the 2010 se the switch is able to be  opened and cleaned up. I've done it, it's easy!
The screen does not lower when ignition is switched off. It has to be done manually before switching off.
Simples :alas:
