Will not start with jumper to fuel pump

I have a 2006 RT that I stored all winter without a battery. when I put the battery in it wouldn't start. GS911 said no fuel pressure so I replaced pump and FPC, after that the 911 cleared fuel pump code, but 10168 is still there. I checked for voltage at the plug that goes to FPC and it only has .2 VDC. I made a jumper that goes from battery to fuel pump. Now it tries to start and if I open the throttle it will somewhat start just no idle or running.
