Pannier rebuild questions.

Hello all. I bought a motorcycle that has been dropped and I have been fixing it up. So far everything is going well. I was replacing the bottom latch that locks the pannier onto the bike. When I popped off the lower latch there is a spring that came off. I do not know where this spring goes. Does anyone know where it belongs?

has anybody rebuilt their panniers before. I have read in a sports touring forum but nobody explained the little spring.
