Been doing a bit of "Google Mapping", if the Cotswolds (Tewkesbury) was the chosen venue, this may cover three bases.
Tewkesbury to Ross on Wye is 25 miles in 30 minutes.
Tewkesbury to the NEC Birmingham is 50 miles in 1 hour.
From Tewkesbury, this would give options to visit either or both of two other suggested venues.
There's both a Premier Inn & a Travelodge next door to each other, plus a Brewers Fayre Pub/Restaurant.
Any thoughts?

Hi David sounds a good idea to me, but I've just done a quick search of hotels in Tewksbury for 8th & 15th July and most are fully booked including the Prrmier Inn, it could be something to do with an international medieval festival that is held on on of the weekends in early July but hasn't had the date set yet so rooms could become available.

Tewkesbury Travellodge has at least 7 rooms available on the 8th July 2017. I just checked.
Are you sure you spelt ir correctly Rick - it's wrong in your post.

Looking at the Travelodge website for Tewkesbury,
https://www.travelodge.co.uk/ , the max. number of rooms you can search for is 9.
In the month of July 2017, the 8th looks likes the best value for money at £40 (non-refundable) or £57 (flexible), room only.

7th-9th July is the British GP at Silverstone. I along with hundreds of thousands will be attending that event. May i suggest you do not consider these dates?

At Tewkesbury, the next best value for money is either the 1st or 22nd at £45 (non-refundable) or £63 (flexible), room only.
When the venue is agreed, the date & accommodation can be sorted.
The Tewkesbury Travelodge has an "on-site restaurant and bar serves breakfast and tasty evening meals".

The Travelodge at Tewkesbury has 71 rooms, with full availability for July 2017.
They can be contacted directly on 020 3195 4680, online booking is cheaper.

Yes, I believe you pay when booking as per their T&C's,

Depending on which rate you have, you can caner both upto the day of arrival if booking a flexible rate. If booking a saver rate, you lose if you cancel, but it is cheaper.
