I've got a similar set hanging in the garage.
Made in a local machine shop to fit a FJR1300. I suspect they would fit other bikes, but I've never checked.

Are they only lowering or can they be adjusted to make them put the passengers feet forward?

Only lowering, there's no other adjustment with them.
